"At a meeting of the overseers of the poor for the city of Williamsburg held at the clerks office on the 23d day of May 1857. Present Richard M. Bucktrout and Sydney Smith. This loose paper containing May 1857 meeting minutes of the “Overseers of the Poor” in the City of Williamsburg was found tucked in to Saunder’s Law of Pleading and Evidence in Civil Actions. Overseers were local men who assessed individuals’ need for assistance and determined who was deserving of public support. In this meeting, overseers Richard M. Bucktrout and Sydney Smith designated allowances for four Williamsburg women: Mrs. Betsy Davis, Mrs. Sally Bowden, Susan Dodd, and Mrs. Martha Bingley.
