    Description

In 1968, Virginia Governor Mills E. Godwin Jr. appointed a bipartisan commission to revise the Virginia Constitution of 1902. The commission set out to expand African American voting rights and eliminate the poll tax. This report outlined the suggested changes of the commission. For more than three decades before serving on the commission, Richmond civil rights attorney Oliver Hill (fourth from top) helped lead the Virginia NAACP in challenging segregation. Hill was a leading lawyer in Davis v. County School Board of Prince Edward, one of the five suits consolidated into Brown v. Board.
