Joseph Curtis earned a LL.B in 1937 and a LL.M. in 1948, both from New York University. He joined the faculty of the William & Mary Law School in 1948. Curtis became the Acting Dean of the Law School in 1962 and was appointed Dean of the Law School in 1964. During his tenure both the size of the student body and the faculty doubled. The law school also moved from the basement of Bryan Hall to the old library building, which would become known as the Marshall-Wythe Building. In 1969 Curtis resigned as Dean and James P. Whyte, Jr. became the Acting Dean.
