<p>Smith (1872-1930) wrote this book to try and compile a comprehensive guide cataloging how nations conducted business and settled legal discussions with one another. Part III discusses war and international law, and Part IV discusses neutrality and the role it plays. It is important to note this is published in London during the Boer War, a two-year war between the British Empire and two Boer Republics ending in the absorbance of the Boer Republics into Britain.</p>
<p>In the preface, Smith credits Lord Stowell for the information on neutrality. Lord Stowell was an appellate judge whose opinions often advocated for remedy of conflict through international treaty rather than Naval engagement.</p>
